Campaign: How can we create a supportive sustainable circular business infrastructure?

Today, at least in Sweden, each house within a block is its´ own legal entity - waste and recycling wise. This requires each house to cater for its´ own recycling and prevents cooperation within a block. What if the block could cooperate, own house can provide facilities for metal scraps, one house, plastic, one glass etc.
