Campaign: How can we eliminate the need for plastic?

Require grocery chains to eliminate plastic grocery bags altogether and replace with paper bags or reusable bags that customers have to buy --- or they can bring their own bags. Costco doesn\'t give plastic bags for customers and people have adjusted just fine.
