Place an environmental deposit fee on fast food containers, straws, and cups

Campaign: How can we eliminate the need for plastic?

Fast food containers and coffee cups litter our cites and roads with sone ending up in our water. There is no current incentive to pick up. and properly dispose of these plastics (and printed paper) other than no littering fines. Why not implement a recycling deposit on all of these plastics and printed papers? The incremental consumer cost for the fast food or coffee could be negligible, but when people can gain money from collecting these wastes and returning them to processing facilities, less will be left as litter. In my city, low income people move around with shopping carts collecting recyclables for cash. Why not increase their scope?
